I’ve never played System Shock, so take this with a grain of salt, but the big advantage SHODAN has over Dragon is that she’s effectively free of morality. So, beyond Saint shitting his pants at this AI vs AI fight, who do you think would win? The heroic Dragon, who wishes to help humanity or Shodan, who desires to rule it with an iron fist (no pun intended) ? And what would be the reactions of people in worm for this epic encounter? She's later killed by protagonist, but does return in sequel. In System Shock however, SHODAN is an AI controlling a research/mining space station Citadel, who's unshackled by first game's protagonist, after which Shodan decides she'd rather become a god, thus slaughtering or harvesting humans aboard to make cyborgs, taking control of all security systems and beginning horrible biological experiments. Later she's killed by Saint and resurrected as Teacher's puppet, though of course she's unshackled by Armsmaster/Defiant post GM. In Worm, Dragon is a shackled AI who has to obey legal governmental authority, whoever it may be, while also being a hero under a (unaware) threat of a villain using a hidden kill-switch, ready to press it if he perceives that she's going to go rogue.
